The RAISE Family Caregivers Act and the STEM Research and Education Effectiveness and Transparency Act both passed with strong bipartisan support tonight. It is more important than ever that Congress devote itself to commonsense solutions, Congresswoman Bustos said. When so many of our friends and neighbors with disabled family members spend their time and energy as caregivers, its our responsibility to step up and make sure they have the support they need. Women are historically underrepresented in science, technology, engineering and mathematics, and I am proud to support responsible efforts to prepare the next generation of leaders in these fields. While we took two important steps forward tonight, I am deeply concerned that Washington Republicans intend to pass a tax scam tomorrow that will raise taxes on millions of middle-class families to give the ultra-wealthy another tax break. The RAISE Family Caregivers Actrequires the Secretary of Health and Human Services to develop, maintain and update a strategy to recognize and support family caregivers. The bill brings representatives from the private and public sectors, such as family caregivers; older adults and persons with disabilities; veterans; providers of health care and long-term services and supports (LTSS); employers; state and local officials; and others together to advise and make recommendations regarding this new strategy. The advisory council meetings will be open to the public, and there will be opportunities for public input. The strategy will identify recommended actions that communities, providers, government, and others are taking and may take to recognize and support family caregivers, including with respect to: Promoting greater adoption of person- and family-centered care in all health and LTSS settings, with the person and the family caregiver (as appropriate) at the center of care teams; Assessment and service planning (including care transitions and coordination) involving care recipients and family caregivers; Information, education, training supports, referral, and care coordination; Respite options; Financial security and workplace issues. The bill is endorsed by the American Association of Retired Persons (AARP). The STEM Research and Education Effectiveness and Transparency Act requires a report and recommendations to Congress from the National Science Foundation (NSF) on the effectiveness of NSF research and education programs aimed at broadening the participation of women and other historically underrepresented individuals in STEM education and careers.
