Butterfield (NC-01) today released the following statement in response to North Carolina Governor Pat McCrory signing Senate Bill 4 into law: By signing S.B. 4, Governor McCrory has again demonstrated the extent to which Republicans will stoop to abuse their power by passing laws that will give them an extreme partisan advantage. It is troubling that this enactment and H.B. 17 will strip Governor-Elect Roy Cooper of the traditional authority of the Governor. These measures will require legislative approval for cabinet appointments. They restructure the Board of Elections. They remove gubernatorial appointments to UNC Boards of Trustees. They unnecessarily change the jurisdiction of the appellate courts by eliminating the right of direct appeal to the Supreme Court in cases of significant constitutional importance. The legislation would re-institute partisan election for appellate judges. It is suspect that the General Assembly would pass these changes without significant debate and public input. The people of our great state clearly see the political motivation of Governor McCrory and the Republican General Assembly. It is intended to undermine Governor-Elect Roy Cooper simply because he is a Democrat.
