Congressman Byrnes office used the Surplus Books Program at the Library of Congress to provide the free books. The Surplus Books Program includes books that are not needed for the Librarys own uses, and the books can be donated to eligible organizations and institutions free of charge. Byrne said: Our local libraries are a great asset to the community, and I am proud to support them. These are new books, which I know will make a great addition to the librarys collection.
