The House approved H.R. 22, the Fixing Americas Surface Transportation (FAST) Act, today by a bipartisan vote of 359 to 65. The bill, known as a Conference Report, is the result of negotiations between the House and the Senate after both bodies passed different highway bills earlier this year. The current highway funding bill expires on December 4th. The highway bill includes a new program for Nationally Significant Freight and Highway Projects. These are projects that will improve the safety, efficiency, and reliability of the movement of freight and people, generate national or regional economic benefits, and reduce highway congestion and bottlenecks. Byrne said: Todays passage of a long-term highway bill is a long overdue development in our efforts to grow the economy and improve infrastructure throughout the United States. The bill is a huge step forward in our efforts to build a new I-10 bridge in Mobile and to make other highway improvements in Southwest Alabama, like Highway 98 in north Mobile County and Highway 45 in Washington County. This is a conservative highway bill that is fully paid for and rejects Democrats efforts to raise the gas tax. I applaud Transportation Committee Chairman Bill Shuster for his work on this bill, and I look forward to continuing to push our nations highway system forward. The FAST Act represents a major breakthrough for highway funding in Washington, and it will be the first highway bill lasting longer than two years since 2005. The lack of long-term funding certainty made it very difficult for large scale transportation projects across the country to move forward. The FAST Act is fully paid for without raising the gas tax or any taxes. The bill also: Refocuses programs on national priorities; Increases flexibility for states and local governments to better address their infrastructure needs; Streamlines environmental review and project approval processes; Promotes innovation; and Ensures a strong commitment to highway safety.
