Andr Carson's legislation to rename the post office located at 456 North Meridian Street in Indianapolis after Indiana Senator Richard Lugar, who passed away earlier this year. Every member of Indiana's congressional delegation sponsored this bipartisan bill. A native Hoosier, Richard Lugar served as the mayor of Indianapolis from 1968 to 1975, and then as U.S. Senator from 1977 to 2013. In the Senate, he was a longtime leader on foreign relations. Most notably, he created the Nunn-Lugar program, a plan to secure and dismantle the Soviet Union's weapons of mass destruction following the collapse of the former power. In 2013, he received the Presidential Medal of Freedom from President Obama, the nation's highest civilian honor. In his final years, he served as President of the Lugar Center, a non-profit organization focusing on global food security, combating nuclear proliferation, enhancing foreign aid, and promoting bipartisan governance.
