The bill would amend the Water Resources Development Act of 2020 and the definition of an “economically disadvantaged community” to include areas affected by a major declared disaster within the last five years. The text of the bill is available here. Congressman Higgins issued the following statement: “The definition of an ‘economically disadvantaged community’ should absolutely include those areas recently hit by a major disaster. Our bill makes that inclusion and prioritizes funding for Army Corps projects within a disaster zone. Clearing and restoring our waterways is a necessity after a major storm. We saw that firsthand in Southwest Louisiana after Hurricanes Laura and Delta.
