The bill would provide the Secretary of Homeland Security with the authority to prevent the entry of aliens in the event of a surge in apprehensions at U.S. land borders, a public health emergency in the U.S. due to an outbreak that could qualify as a pandemic, the dissolution or failure of a national government in the western hemisphere, or an imminent foreign terror threat to the United States. “We are witnessing the worst border crisis in the history of our nation, and Joe Biden refuses to secure the border,” said Congressman Higgins. “I am proud to join Congresswoman Cammack on this bill to strengthen our border security capabilities. Providing DHS with expanded authority to halt migrant crossings during times of crisis is critical to reestablishing operational control at the border.
