The bill would allow doctors to deduct an amount equal to the unreimbursed Medicare-based value of charity medical care during a taxable year. The text of the bill is available here. Congressman Higgins issued the following statement: “Our bill makes it easier for doctors to provide charity medical care and pro-bono health services in their communities. We’ve developed this legislation over the course of three years. It addresses an issue that has been getting worse for two decades. We are carefully reforming existing tax code to encourage medical services rather than expanding government interference in the health care system.
