Ryan Costello has had a few reasons to smile lately. In a newsroom interview before he took office about a year ago, the Chester County Republican, who represents parts of the Berks and Tri-County areas, had listed several measures he wanted a hand in during his first term. Two of the big ones - a long-term transportation bill and an overhaul offederal education policy - happened last week. And both included amendments he authored. I caught up with Costello on Tuesday to chat about the transportation bill, which President Barack Obama signed last week, and get his thoughts as a member of the committee that developed it. The bill represents a sort of double-edged sword. It marks the return of a once-routine achievement Congress had not been able to accomplish since 2005: funding transportation for longer than a year or two at a time.
