Following increased threats to our homeland and our allies, we must ensure that we are able to effectively combat and disrupt terrorists and terrorist organizations through their use of social media to recruit and mobilize supporters and carry out attacks. If enacted into law, H.R. 3654 would require the Administration to issue a report to Congress on the U.S. strategy to neutralize our enemys online propaganda. Included in the report must be: An evaluation of what role social media plays in Islamic radicalization in the U.S. and across the world; An analysis of how terrorists and terrorist organizations are using social media; A summary of the Federal Governments efforts to counter the use of social media by our enemies; An analysis of how social media is being used for counter-radicalization and counter-propaganda purposes; An assessment of the value of social media posts by terrorists and terrorist organizations to law enforcement; An overview of social media training available to law enforcement and intelligence personnel to understand and combat the use of social media by terrorists and terrorist organizations; and Recommendations to improve training of law enforcement officials. Following passage of the bill, Congressman Ryan Costello (PA-06) released the following statement: It is clear that ISIS and other terrorist organizations are using social media to rally supporters and promote attacks. We must make advancements in the cyber war, assess our current counterattacks, and improve on all fronts. Passage of this legislation is a critical step to preventing terrorism online and the radicalization of Americans. We must shutdown ISIS use of social media. The bill also requires the President, within 180 days of enactment, to submit to Congress a report that contains a comprehensive strategy to counter terrorist use of social media, as committed to in the Presidents 2011 Strategic Implementation Plan for Empowering Local Partners to Prevent Violent Extremism in the United States. Passage of H.R. 3654 is a continued effort by the House to keep our homeland safe and secure. Last week, the House passed H.R. 158: the Visa Waiver Program (VWP) Improvement Act to address key vulnerabilities in the VWP by implementing more rigorous background checks for foreign travelers. More here. Additionally, the House passed four pieces of legislation to streamline and strengthen the Department of Homeland Security (DHS). More here. Lastly, the House passed H.R. 4038: the SAFE Act, to suspend the Syrian and Iraqi refugee admissions into the U.S. until certain certification are met.
