Cummings Lower Drug Costs Now Act. The bill, which passed 230-192, provides the authority, mandate, and tools to the Secretary of Health and Human Services to negotiate lower drug prices, and caps annual out-of-pocket costs for people in Medicare Part D. The savings generated from lowering drug costs in H.R. 3 will be reinvested into a new Medicare vision, dental, and hearing benefit, and for critical innovative new treatments at NIH. Finally, the savings will create a new $2,000 out-of-pocket cap on prescription drug costs. In the 13thCongressional District alone, 134,876 seniors enrolled in Medicare and 456,082 people with private insurance will pay significantly less under H.R. 3, the Lower Drug Costs Now Act. For too long, Americans have been squeezed by high drug prices, while drug companies make record profits,said Rep. Crist. For too long, too many Americans have had to ration their medications, risking illness, injury, and death because their life saving drugs cost too much. But with passage of the Elijah Cummings Lower Drug Costs Now Act, a new day is dawning, one in which the playing field is leveled, and the buying power of the American people is brought to bear on the pharmaceutical industry, resulting in lower prices for all. Summary of Elijah E. Cummings Lower Drug Costs Now Act: Establishes a fair price drug negotiation program to reduce the cost of certain high-priced drugs without competition; Creates a new, $2,000 out-of-pocket limit on prescription drug costs under Medicare; Reverses years of price hikes above inflation across thousands of drugs in Medicare; Adds Medicare Part B comprehensive dental, vision, and hearing benefits; Increases the number of seniors who qualify for financial support in order to afford their prescription drugs and other health expenses through improvements to Medicare's Low-Income Subsidy (LIS) Program and Medicare Savings Program (MSP); Makes a number of additional investments in Medicare that will lower beneficiary out-of-pocket costs; Builds on the successful Health Profession Opportunity Grant (HPOG) demonstration project to address health worker shortages and help Americans start careers that will lift their families out of poverty; Doubles investment in the Maternal, Infant, and Early Childhood Home Visiting program (MIECHV), a proven tool to reduce maternal mortality and morbidity; Bolsters funding for biomedical research at the National Institutes of Health (NIH) investing over $10 billion with the goal accelerating the search for cures; Directs an additional $2 billion to invest in innovation and scientific expansion and other activities at the Food and Drug Administration (FDA), including; Invests $10 billion of direct funds toward the national opioid epidemic over the next five years; Invests $10 billion of direct funds in Community Health Centers, which serve 29 million Americans in communities across the United States. | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z |
