Joe Cunningham (SC-01) voted to pass H.R. 4617, the Stopping Harmful Interference in Elections for a Lasting Democracy (SHIELD) Act, legislation that would protect our elections from foreign interference and disinformation campaigns. The SHIELD Act protects our elections from foreign interference by: Creating a duty to report illicit offers of campaign assistance from foreign governments and their agents. Improving transparency of online political advertisements. Closing loopholes that allow foreign nationals and foreign governments to spend in U.S. elections. Restricting the exchange of campaign information between candidates and foreign governments and their agents. Prohibiting deceptive practices about voting procedures. Protecting our elections from intervention by hostile foreign powers is not a partisan issue, it is essential to the function of our democracy, said Rep. Joe Cunningham. Every single American should be confident that our political system is free from foreign interference. The SHIELD Act is a common-sense, straightforward means to delivering that peace of mind. Cunningham authored and successfully passed two amendments to the SHIELD Act that would protect our nation's veterans, servicemembers, and minority communities from foreign election interference. Reports from Clemson University, the House Judiciary Committee, and the Senate Intelligence Committee, among other sources, have confirmed that foreign adversaries specifically targeted African American communities, military service members, veterans, and other communities. His amendments would require the Federal Election Commission (FEC) to investigate how illicit foreign money was used to carry out disinformation and propaganda campaigns among these communities, and the success or failure of these efforts during our recent elections. They would also call for recommendations to address these concerns for future elections. We know that foreign adversaries interfered in our electoral process and specifically targeted veterans, servicemembers, and African American communities in disinformation and propaganda campaigns, said Rep. Joe Cunningham. Americans deserve to know the information they seek, especially when it is masquerading as legitimate, has not been manipulated by foreign adversaries. My amendments ensure that veterans, servicemembers, African Americans, and other targeted communities are not being silenced, misinformed, or exploited by hostile foreign powers. From his first day in office, Rep. Cunningham has been committed to protecting our democracy from foreign interference and ensuring his constituents will have their voices heard in our elections, said Tiffany Muller, president of End Citizens United Action Fund.
