The bill would reset the amount that the federal government matches states' investment for Medicaid expansion, starting at 100 percent. This both incentivizes states like Kansas to expand and ensures a smooth transition for those that do. The need to expand Medicaid in Kansas has become even more urgent than ever as millions of workers have lost their jobs and health care coverage due to the coronavirus pandemic. Congress must incentivize Medicaid expansion and support states that do so by passing the Incentivizing Medicaid Expansion Act, which would help Kansas afford to expand quality health coverage to an estimated 150,000 Kansans. During this time of uncertainty, no Kansan should have to worry about whether they will receive the care that they and their families need to stay healthy and safe, said Davids. In a letter to Speaker Pelosi, Leader Hoyer, Whip Clyburn, and Chairman Pallone, Davids urged for the inclusion of the Incentivizing Medicaid Expansion Act in an upcoming legislative package to strengthen and expand the Patient Protection and Affordable Care Act. This bill would allow states to receive 100 percent Federal Medical Assistance Percentages for the first three years after it expands Medicaid, 95 percent for the fourth year, 94 percent for the fifth year, 93 percent for the sixth year, and 90 percent all years thereafter.
