"We should help our neighbors in times of need and care for each other. This is why I supported the two previous emergency aid packages, but today's package is nearly double what the administration says it needs and it just doesn't give Iowans a clear explanation of how their taxpayer dollars will be spent. "Iowans have big hearts but want to make sure our hard-earned tax dollars are spent effectively and efficiently so when the government in Puerto Rico hands out$100 million in employee bonusesand then turns around to ask the taxpayers for $94 billion, it is appropriate and necessary to question the decision making process and priorities on the ground. "As Iowa's voice on the Appropriations Committee, I've learned of reports of waste and opportunities for abuse. Fromaid thrown into dumpsters, andno-bid contracts, toforcing aid on folks who didn't ask for or need it, the stories of the improper allocation and waste of resources are disturbing. "There is no question additional aid is needed, but we can't just write a blank check and throw taxpayer money at a problem with no plan and no protections for taxpayers.
