Earl was also one of my closest partners in Congress, and a dear friend. “He has been a creative and effective legislator, leading with intelligence and passion. As the Chairman of the Ways and Means Trade Subcommittee, he successfully fought to ensure that American workers and the environment were protected in the U.S. Mexico Canada Trade Agreement (USMCA)—which I was proud to have worked alongside him for as part of the USMCA Working Group. In addition to leading on trade issues, Earl has been a champion for rebuilding our nation’s infrastructure, protecting public lands, taking action on climate change, and addressing criminal justice reform.
