James to discuss flood protection and Sacramento's planned water grab, U.S. Representative Jeff Denham (R-Turlock) joined the president in Arizona to announce executive action to bring more water to the Valley. My number one priority has always been to deliver more water to the Central Valley, said Rep. Denham. This order will reduce regulatory burdens and promote more efficient environmental reviews of California water storage projects, ensuring that Valley farmers and residents have a supply of water for generations to come. This order directly addresses hydroelectric relicensing like what is currently happening at Don Pedro and requires agencies to consider local plans like the Tuolumne River Management Plan developed by Modesto and Turlock Irrigation Districts. This process has been held up by Sacramento Bureaucrats who are using the National Marine Fisheries Service (NMFS) to shut down hydropower generation and drastically increase flows on the Tuolumne River by essentially holding the Department of Energy, Department of Interior and Department of Agriculture hostage through the hydropower relicensing process as they try to flush large amounts of our usable water into the ocean.Earlier this year, Rep. The president's order alsoestablishes timeliness for environmental reviews of infrastructure projects by creating a single federal authority to approve new water projects in support of the Central Valley Project. This will supplement legislation authored by Rep. Denhamto support innovative financing opportunities for water projects throughout the western United States.Rep. Denham'sNew WATER Act(H.R. 434) passed the Senate on Oct. 10, 2018 as part ofAmerica's Water Infrastructure Act of 2018(WRDA) will be signed into law as early as next week. Eligible projects include new reservoirs, below ground storage projects, recycling and desalination projects. This legislation supports large projects like enlargement of Shasta Dam, construction of Sites Reservoir and Temperance Flat Dam, and expanding Los Vaqueros Reservoir. The president's executive action comes on the heels of visits to the Central Valley of several key administration officials, including Secretary of the Interior Ryan Zinke, Secretary of Agriculture Sonny Perdue, Environmental Protection Agency Acting Administrator Andrew Wheeler, and Assistant Secretary of the Army for Civil Works Rickey R.D. James. Earlier this year, Rep. Denham also passed an amendment through the U.S. House of Representatives to prohibit federal agencies from participating in the state's plan to deplete the federally owned New Melones Reservoir.
