The long-term transportation reauthorization agreed to by House and Senate negotiators changed the formula used to determine allocations to the countrys ferry systems. The change will result in an additional $3.2 million per year in federal funding for the Staten Island Ferry. Congressman Donovan proclaimed, You sent me to Washington to deliver results. This was a longshot, but by working collaboratively with my colleagues on both sides of the aisle, we successfully increased funding for the Staten Island Ferry. I'm proud of this work, and I will continue to partner with whomever necessary to advance the interests of our community and our city. Donovan, New York Citys only majority representative, urged his colleagues in the House to adopt the change. He sent a formal letter to the House Transportation and Infrastructure Committee Chairman and Ranking Member (attached), and spoke informally to House conference committee negotiators. Sen. Gillibrand led the effort in the Senate by including the formula change in that chambers version of the transportation bill. This funding, allocated through the Federal Highway Administration, can be used for construction and maintenance of terminals and ferries. Originally, federal law distributed 20 percent, 45 percent, and 35 percent of the ferry program funding based on passenger ridership, vehicle ridership, and ferry route mileage, respectively. The formula change that Donovan fought for adjusted the distribution to 35 percent, 35 percent, and 30 percent for passenger ridership, vehicle ridership, and ferry route mileage, respectively. The legislation also increases total funding for the federal ferry program from $67 million to $80 million. Congressman Donovan concluded, This long-term transportation package is a big win for Staten Island, South Brooklyn, and New York City. It grants regional planners the certainty they need to develop future transportation projects and ensures our community gets its fair share. Transportation has been a main priority of mine in Washington, and Ill continue fighting to improve our mass transit network. Congressman Dan Donovan represents Staten Island and South Brooklyn in the U.S. House of Representatives.
