The measure ends the era of federally-mandated high-stakes testing and prohibits the Secretary of Education from forcing states into adopting Common Core. Congressman Donovan said, This new start in education policy takes power away from bureaucrats in Washington and places control where it belongs: with parents and local educators. Im proud that Republicans and Democrats could come together and pass such a sweeping overhaul of our countrys education system. Among other provisions, the legislation eliminates the federally-mandated one-size-fits-all accountability system known as Adequate Yearly Progress. Instead, the Every Student Succeeds Act restores to state and local officials the responsibility for holding schools accountable. The bill also stipulates that no agent of the federal government can interfere with the right of states to develop or change their own education standards. Further, the legislation maintains annual, statewide assessments in reading and math, but provides resources for states and local school districts to audit their assessment systems to eliminate assessments that do not contribute to student learning. In line with granting local educators the flexibility to determine what is best for their students, the Every Student Succeeds Act authorizes the new Student Support and Academic Enrichment grant program. This program allows states and local school districts to target federal resources to local priorities and needs. Congressman Donovan concluded, Parents and local educators deserve more of a say in their childrens education than Washington administrators.
