The legislation freezes refugee admissions until the Obama Administration meets stringent security protocol conditions. In Congressional testimony in October, FBI Director Comey warned of vulnerabilities in the refugee screening process. Congressman Donovan said, This vote is about keeping our city and country safe from radical Islamic terror, a threat New Yorkers know all too well. ISIS proved itself capable of exporting violence to the West, then released a video directly threatening New York City. Halting our refugee program to review the efficacy of our security protocols should be a no-brainer. That the President threatened to veto this common-sense, responsible legislation shows he is putting politics ahead of national security. The legislation places a moratorium on the admission of Iraqi and Syrian refugees until the FBI Director certifies the background investigation of each refugee. It also requires the Homeland Security Secretary, FBI Director, and Director of National Intelligence to certify to Congress that each refugee is not a security threat to the United States. As an added layer of protection, the legislation requires the Department of Homeland Security Inspector General to independently assess all refugee approvals, ensuring that high-risk individuals do not slip through the cracks. Congressman Donovan concluded, America has always been a compassionate nation, but our countrys security comes first. We can and must find a way to keep at-risk families safe from harm in their region. Ultimately, the solution to the refugee crisis lies in ridding the world of ISIS and its followers.
