Introduced by Congressman Doug Collins (GA-09), Vice Chair of the Middle East and North Africa Subcommittee, this legislation protects Israel’s military advantage over its Middle Eastern neighbors by increasing accountability and transparency in government as it pertains to the relationship between Israel and the United States. Current law supports the American-Israeli relationship by requiring the president to submit a report on the status of weapons systems sold to countries in the Middle East every four years. H.R. 1992 will substantially increase the accountability and transparency in this process by requiring a report every two years. Additionally, H.R. 1992 broadens the definition of QME to take into account the impact of cyber warfare on Israeli defense. After the committee markup, Congressman Collins said, “This process was built on the strongest foundation: a real, bipartisan commitment to America’s vital relationship with Israel.
