The IMPACT Act will strengthen the competitiveness of American manufacturing by developing technologies to decarbonize and improve the efficiency of cement, concrete, and asphalt production. “As the climate crisis continues to affect all corners of our society, we must make meaningful strides to reduce harmful greenhouse gas emissions across all sectors,” said Congresswoman Valerie Foushee (NC-04). “The IMPACT Act is a forward-thinking bill that will enhance the competitiveness of American manufacturing and R&D, and help create good-paying American jobs, while ensuring measurable GHG emissions reductions and modernizing the manufacturing process of building materials that are critical to our nation’s infrastructure. I am grateful for the opportunity to work with Congressman Max Miller on this bill, and I thank him for his partnership on these critical efforts to ensure U.S. leadership and investment in cleaner, sustainable manufacturing and production systems that will help bring lasting change for generations to come.” Specifically, H.R. 7685, the IMPACT Act: Enables industry and DOE to work collaboratively on fundamental research that will enhance existing production methods and unlock new innovative techniques; and Enables DOE, in consultation with other federal agencies, to offer technical assistance to entities seeking to promote the commercial application of low-emission cement, concrete, and asphalt. 1 2026-03-30T01:40:41Z 2026-04-07T21:43:57Z
