As my constituents continue to review the costs and benefits of the project to Maine's economy and environment, I strongly encourage you to consider joining a project labor agreement (PLA) with local labor organizationsin order to secure the highly-trained electricians, operating engineers, ironworkers, laborers, and other trades professionals necessary to complete the project...wrote Golden.In order to maximize the benefit to Maine communities, CMP should guarantee that these jobs go to Mainers. A PLA is a collective bargaining agreement that management enters into with union or non-union companies or labor organizations to establish terms and conditions for a specific project. For Maine workers, a PLA could help ensure any jobs created by the potential NECEC project would go to Mainers and provide them with a good wage, fair benefits, and a safe workplace. Additionally, CMP could gain a guaranteed skilled labor supply and the opportunity to demonstrate that the company is fully committed to the future of Maine's workforce and economy. By drawing from the building trades' registered apprenticeship programs, the company could also play a significant role in training the next generation of Maine workers. In October, Golden expressed concerns with the lack of transparency and opportunities for public input on the NECEC project in a letter to the Army Corps of Engineers. In the letter, he requested a public hearing, citing precedents for such hearings in New Hampshire and Vermont. The Army Corps agreed to hold the hearing today, December 5th, in Lewiston.
