This is not a new concept. It's the same legitimate request Democratic leaders made in 2017 before Speaker Paul Ryan rushed a reconciliation bill to the floor without a full understanding of the budgetary impacts. The more than 2,000-page bill House leadership wants to vote on today was still being written early this morning. In the past 48 hours, over $200 billion is estimated to have been added to the bill, including provisions that negotiators openly admit will not pass in the Senate. "Unless there is a clear and pressing emergency, like when the coronavirus set upon the nation in March 2020 and speed was essential, the bare minimum — the absolute least — our constituents expect is that their elected representatives will take the time to review the text of a massive bill and analyze its impact in full.
