The funds that FEMA disburse come from assignments that the commissioner has worked on since Congress. Collaboration has occurred with the Republican leadership and with the Democratic minority. Specifically, through budget projects and the projects of supplementary assignments for disasters. The respective funds were granted following the Declaration of Disaster, which was issued after Hurricane Maria for Emergency Protection Measures under the Public Assistance program. According to Section 403 of the Robert T. Stafford Act, this allows the disbursement of federal funds to carry out emergency measures for the repair, replacement or restoration of public property.
