(AZ-04) spoke on the House floor in support of the United States Mexico Canada Trade Agreement. His remarks, as prepared are: "I rise in support of the USMCA, a high-quality trade agreement, but also to raise concerns about the inclusion of the language of Section 230 of the Communications Decency Act. I encourage my colleagues to support the agreement, but also wish to reaffirm my concerns for the record about the inclusion of this particular language. Because it is important that this provision is not included in future trade agreements, further constraining congress’ ability to reform the law. The inclusion of this provision in trade agreements will foreclose on Congress’ ability to address important issues. In recent years, the behavior of Big Tech has been the subject of substantial scrutiny. Much of this scrutiny has revolved around the appropriateness of maintaining Section 230 in its present form. In fact, a modification of this law was enacted just last Congress. On a weekly basis, new concerns are being raised about Section 230. Illegal drug sales, child exploitation, terrorist recruitment, political bias, illegal wildlife trade, revenge porn, military servicemember scams, foreign election interference, civil rights abuses, illegal gun sales to felons, local housing violations, deepfakes, – 230 has a role. When Speaker Pelosi and I agree on an issue, there’s something there. I encourage my colleagues to support the USMCA, but raise issue about the importance of Congress’ ability to reform a law that grants broad legal immunity to companies that hold immense power over our economy and democracy. 1 2026-03-30T01:40:41Z 2026-06-27T23:45:33Z
