Lacy Clay, Billy Long, and Jason Smith, sent a letter asking the Federal Emergency Management Agency (FEMA) to identify what steps they've taken to fairly implement Section 1232 of the Disaster Recovery Reform Act of 2018 (DRRA) in light of recent disasters in Missouri, including flooding. Section 1232 states that the Administrator of FEMA shall give "greater consideration to severe local impact or recent multiple disasters" when making recommendations to the President of the United States regarding a major disaster declaration. The letter was sent in light of the denial of Individual Assistance to several counties for flooding that occurred earlier this year. "With these difficulties in mind, we ask for FEMA to provide detailed information into how ‘greater consideration to severe local impact or recent multiple disasters' in accordance with Section 1232 of DRRA is objectively defined and measured. Furthermore, we ask you to provide specifics into how Section 1232 ofDRRA has been implemented," the delegation wrote. "It is our understanding that you distributed a guidance on May 1, 2019 to regional counterparts on how to describe localized impacts. What is the mechanism used to administer this guidance and what information is included in such a guidance?
