While the law governing concealed carry permits in Hawaii is strict, it provides a process by which private citizens can request a permit to carry a concealed firearm. H.R. 38, the "Concealed Carry Reciprocity Act", would permit any individual with a state-issued concealed carry permit to carry a firearm in Hawaii without regard to Hawaii’s laws. In other words, it would allow individuals to choose states with fewer concealed carry restrictions than Hawaii to override Hawaii’s law. For that reason, I opposed H.R. 38 today in a vote on the House floor. Hawaii is fortunate to have a very low rate of violent crime and our concealed carry law is a big part of that. While I support the Second Amendment rights of lawful gun owners, we must maintain a safe community for our residents and visitors and H.R. 38, in allowing individuals to override Hawaii law, upsets the balance that has served Hawaii well for many years.” The measure was approved, 231-198. ---	1	2026-03-30T12:14:52Z	2026-03-30T12:14:52Z
