Johnson. “Director Comey violated that rule by notifying certain members of Congress that the FBI was reviewing new information that pertained to the closed e-mail investigation. Coming during early voting with just 11 days before the last day to vote, Director Comey should have known that congressional Republicans would use the notice for political purposes.
