This bill forces DHS to lay out how the group operates, how it moves, and where it’s trying to grow inside the United States. With that information, we can strengthen coordination, close the gaps they exploit, and give law enforcement the backing they need to keep people safe.” H.R. 4070 directs DHS to detail Tren de Aragua’s origins, strategic aims, leadership structure, funding sources, and presence within the United States. It also mandates an analysis of current and potential criminal threats, the gang’s border-crossing methods, and any vulnerabilities it may be exploiting. After submitting the threat assessment, DHS must prepare a comprehensive strategic plan outlining how federal, state, and local agencies will coordinate to disrupt, interdict, and prevent the organization’s expansion.
