If enacted, this proposal would impact nearly 16,000 vessels throughout the Eastern Seaboard, resulting in hundreds of thousands of additional transit hours annually. It would also cost tens of millions of dollars more per year to consumers and impacted industry stakeholders despite any concrete scientific evidence linking the proposed speed reduction to a decline in right whale mortality. At a recent meeting in Ocean City, Congressman Harris listened to concerned watermen who expressed that while preserving the North Atlantic Right Whales are an important environmental concern, the consequences of the proposed 10 knot speed reduction on the local boating industry would be severe.
