Jaime Herrera Beutler pressed for answers about current and future of the exchange.   HEARING VIDEO OF JAIME HERRERA BEUTLER   Dr. Stark is a retired physician and an accomplished health care policy analyst from Washington state provided following insights.  “We have 3 major carriers in the individual market in the state of Washington and so far none of those have opted to participate in the SHOP and we don’t see them participating in 2015 and it’s doubtful in 2016, 2017.” “Association Health Plans are very popular in the State of WA … A lot of business owners are very fearful that those are going away and they will be left with either putting their employees in the private market or in the SHOP.” “Employers are going to be looking at doing away with coverage or putting employees in the individual exchange.” Democrat Small Business Committee Ranking Member Hahn stated, “It was disturbing, Dr. Stark, to hear that a lot insurance companies are not participating in the SHOP. And that is not good for consumers. We know that competition drives down costs…” Background: The SHOP Exchange is a program within the ACA that was intended to allow Small Businesses to provide health care for their employees at affordable rates.  FACT: ·         The Washington State SHOP Exchange has only one participating provider. ·         Only 2 counties in the state have plan options for small business owners. ·         Washington state’s SHOP waiver is set to expire next year. 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z
