U.S. Rep. Kendra Horn (OK-05), made some of her first public appearances as the chairwoman of the House Subcommittee on Space and Aeronautics on Wednesday, when she met with hundreds of the industry's representatives from the public and private sectors. She spoke at the Commercial Spaceflight Federation's conference to introduce her vision for the coming years. That sector is already taking off. Twelve space ports have been licensed, including one in the 5th Congressional District. The country saw a record 33 licensed space launches in 2018. However, she said, the U.S. government and Congress can go further in fostering development. The regulatory system that (the Federal Aviation Administration) implemented in response to law has worked very well over the past decades but may need revisiting as the pace of change and growth in the industry increases, Congresswoman Horn said. Policy and regulations may also need to be considered in light of the increasing competitiveness of the global launch industry. She urged the developers in the room to expand their work in securing safety for manned spaceflights before they become a reality. As the chair of the Subcommittee on Space and Aeronautics and a member of the Committee on Science, Space, and Technology, our committee will be looking across the U.S. civil research and technology enterprise, Congresswoman Horn said. Research and development and the transfer of that research to industry can help mitigate risk, continue to advance the safety of commercial spaceflight systems and operations, and inform any standards or regulations that may be developed. She also spoke at the SLS/Orion/EGS Suppliers conference, which focused on deep space exploration projects. During her remarks, Congresswoman Horn congratulated the public- and private-sector developers who had been working on missions first authorized about a decade ago and are now building the vehicles that can take humans into deep space. Again, she focused on what role the federal government plays in that execution. She said starts and stops in funding or policy goals will prevent sustainable growth in the sector. It is our job to fund the government and provide stability to enable forward progress on the goals the American people have set for the space program, she said.
