Horn Law Enforcement Training Bill 2020-06-10 2020 2020-06 Democrat House OK Kendra Horn H001083 horn.house.gov     legacy NAMI Endorses Rep. Horn Law Enforcement Training Bill National Alliance on Mental Illness (NAMI) endorses bill to train law enforcement on recognizing, deescalating, and responding to individuals in mental health crisis Washington, June 10, 2020 WASHINGTON, D.C. On Wednesday, June 10, the National Alliance on Mental Illness (NAMI) endorsed the bipartisan Law Enforcement Training for Mental Health Crisis Response Act (H.R. 2698). Introduced by Congresswoman Kendra Horn (D-OK) and Congressman Anthony Gonzalez (R-OH), this legislation provides funding for law enforcement training to recognize, deescalate, and respond to individuals experiencing a mental health crisis. A fact sheet on H.R. 2698 is available here. NAMI releases the following statement in support of H.R. 2698: NAMI believes people experiencing a mental health crisis deserve help, not handcuffs. We need a community-based crisis response that promotes the well-being and personal dignity of people with mental illness. In addition to mobile crisis teams, 24/7 crisis lines, and crisis respite care, training for law enforcement is another part of our larger effort to improve care for people who are in crisis. We thank Congresswoman Horn for leading this bi-partisan bill that will support communities in taking one step towards improving how they respond to mental health crises. One in every 10 calls for police response involve a person living with a mental illness. One in every four people killed by police live with a mental illness. For more information on law enforcement responses to individuals living with mental illness or experiencing a mental health crisis, view the fact sheet on H.R. 2698. The Law Enforcement Training for Mental Health Crisis Response Act has 25 bipartisan cosponsors in the House of Representatives. Sen. Jim Inhofe (R-OK) and Sen. Sherrod Brown (D-OH) have introduced a companion bill in the Senate. A list of Oklahoma organizations that have endorsed H.R. 2698 is available here. ### 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z
