OnWednesday,the House Armed Services Committee (HASC) voted to adopt the Military HOMES Act as an amendment to the National Defense Authorization Act (NDAA). Congresswoman Horn(OK-5)introduced thebipartisanMilitary HOMES Actlast month.This legislation provides stronger protections for military families renting on-base housing from private contractors, building on the progress made under the Tenants Bill of Rights which passed last year. Text of the Military HOMES Act isavailable here. Our military families deserve safe, quality homes that reflect their service to our country, said CongresswomanHorn. The Military HOMES Actwouldhelp protect ouron-basefamiliesfrom getting stuck in substandard military housing with toxic mold, water damage, led paint, and other safety hazards, all while holding maintenance contractors accountable for their work.Last year, I was proud to pass the Tenants Bill of Rights as a part of the National Defense Authorization Act. This bill takes the next step by providing additional protections for service members and increasing transparency in military housing. The Military Homes Act would: Reimbursemilitary families for lost personal propertydue to substandardmilitary housing; Increasetransparency in performance fee contracts; Create aMold Mitigation Guidance Working Groupin the Department of Defense; Expandbasichousingstandardsto covergovernment-owned and government-controlled military family housingoverseas; Providea dedicated housingliaisonto assist military families; And, report on DoDoversight andmanagement ofprivatizedmilitaryhousing. In December, the House Committee on Armed Services also held a hearing to question military housing maintenance provider Balfour Beatty about the company's failure to maintain military housing and the bonus payments it received after falsifying maintenance documents.
