Horn, appropriations legislation requires one year following guidance from Department of Education Washington, July 15, 2020 WASHINGTON, D.C. This week, congressional leadership released a government funding bill including a requirement that the Department of Education provide schools with an additional year of notice before making changes to the Rural and Low-Income School Program. The language comes at the request of Congresswoman Kendra Horn (OK-5) who wrote to congressional leaders in March, urging the inclusion of such a measure in annual funding legislation. Under the legislation released this week, the Department of Education would need to give rural schools a sufficient amount of time and guidance, not less than a year, before implementing funding changes that would cut more than $1 million in funding for Oklahoma schools. Secretary Devos' sudden and damaging decision to cut funding for our rural schools would be devastating for Oklahoma's children, said Congresswoman Horn. Our teachers are already working to provide a world-class education with insufficient funding. The proposed change would cut more than $1 million from Oklahoma's rural schools, leaving them with nowhere to turn. Education is the most important investment we can make in our future. Though I continue to disagree with Sec. Devos' funding cut, I hope that this legislation at least provides our schools with sufficient time to prepare and make adjustments. After bipartisan backlash, Education Secretary Betsy Devos announced that she would delay implementation of the funding change to the Rural and low-Income School Program for another year. Congresswoman Horn's measure in this year's House appropriations legislation (p. 253) asks the Department of Education to provide an additional year after providing federal guidance before cutting funding for rural schools. ### 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z
