Clearly, I was not alone in my assessment. Rather than meeting the 2/3 majority needed for the vote to pass, the vote was defeated in a 174-235-1 decision. Thirty-seven of the Republican majority (who drafted the bill) also found the legislation to be insufficient and inadequate. They voted no, as well.
