The correspondence specifically addressed an important tool to help thwart abuses of the patent system: The inter partes review (IPR) process, which the signers maintain has been weakened by administrative changes. “Weakening the IPR system encourages abuse of the patent system generally and has a grave impact on numerous industries beyond drugs or healthcare, such as the semiconductor, telecommunications, and automotive industries,” Congressman Issa said. “Congress created the IPR process to provide a lower-cost and faster alternative to litigation, and the process serves as a means to challenge the validity of patents that should not have been issued. We must ensure that goal does not disappear.” The letter can be found HERE. Darrell Issa is the Representative of California’s 50th Congressional District. The District encompasses the central and northeastern parts of San Diego County and a portion of Riverside County, including the communities of Fallbrook, San Marcos, Valley Center, Ramona, Escondido, Santee, Lakeside, El Cajon, Temecula, and the mountain and desert areas of the San Diego-Imperial County line.
