Too often we have students taking on unmanageable student loans with insufficient student and parent financial literacy at the time of borrowing. Under this legislation, students will gain more knowledge about their financial planning through comprehensive counseling before they agree to take out loans. My amendment builds on this idea by also including students' parents in the process, specifically by notifying them that their child may qualify for and should consider scholarships, grants, and federal work study jobs prior to taking out any loans. Working to properly equip students and families with greater awareness on their financial options can help protect them from over-borrowing and improve loan repayment. Background: H.R. 1635: Ensures all borrowers who participate in the federal loan program receive interactive counseling each year that reflects their individual borrowing situation. Provides awareness about the financial obligations students and parents are accumulating, including how interest accumulates and projected monthly payments to pay off the loan, by requiring borrowers to consent each year before receiving federal student loans. Informs low-income students about the terms and conditions of the Pell Grant program through annual counseling that will be provided to all grant recipients. Directs the Secretary to maintain a consumer-tested, interactive counseling tool institutions can use to provide annual loan counseling, exit counseling, and annual Pell counseling. Congressman Lewis' amendment: A notification for the parent borrower that their student may qualify and should consider accepting any grant, scholarship, or work-study job prior to borrowing parent PLUS loans.
