John Lewis is notified that organizations within the 5th Congressional District have been selected to receive a variety of federal grants. This federal grants announcement will advise press and constituents of these notifications. This announcement details about $115,083,444 in federal grants coming to the 5th Congressional District. What is the funding process for federal grants? There are two basic ways the federal government awards funds, through mandatory funding or discretionary funding. Members of Congress vote on “authorizing” legislation that funds the mandatory commitments of the federal government for programs like Social Security, Medicare, Medicaid, unemployment insurance and SNAP. Also every year, levels of discretionary funding are determined during the Congressional appropriations process. Rep. Lewis and all other members of Congress work to ensure that federal programs which provide key services within their districts are funded at levels requested by local government authorities and constituents they represent. The federal grants announced by this release fall mainly in the discretionary category. The money appropriated by Congress is sent to the federal agencies, such as the Department of Health and Human Services (HHS) or of Housing and Urban Development (HUD), which then disburse it directly to the states and local governments. Sometimes federal agencies issue requests for proposals which place states, cities, and local organizations in competition with others around the country for the opportunity to gain federal support for a local project. This is where the efficacy of city and state organizations are tested to determine whether they can compete effectively to receive those funds. Rep. The reviewers also looked at the proposed business models, performance measurements and metrics, partnership potential, staff qualifications and program management, as well as financial and nonfederal cost-share plans. The new agreement reduces the centers’ cost-share burden by reducing the amount of required matching funds from nonfederal sources. For every dollar of federal investment, MEP clients generate nearly $17 in new sales, which translates into $2.3 billion in new sales annually. And for every $1,900 of federal investment, MEP creates or retains one U.S. manufacturing job. Department of Energy (DOE) Grant Recipient: Georgia Tech Research Corporation Grant Project Title: Pushing the Efficiency Limit of Low-Cost, Industrially-Relevant Silicon Solar Cells by Advancing Cell Structures and Technology Innovations Amount: $1,125,000 (SunShot Award Amount) Additional Details: This project is advancing manufacturable silicon cell technologies to above 22% efficiency through the use of passivated selective emitter and selective back surface field (BSF) contact geometries. The improved contact and metallization methods investigated during the course of the project will reduce recombination and improve cell performance by up to 2% absolute efficiency. Multiple fabrication methodologies will be investigated to determine the most cost-effective method for producing the laterally patterned doping profiles needed to realize this high performance cell technology. Russell Center for Innovation and Entrepreneurship Grant Project Title: Construction of Innovation and Entrepreneurship Incubator Amount: $2,922,513 (EDA Investment) Additional Details: This EDA investment funds the design and renovation of an existing building for development of the Russell Center for Innovation and Entrepreneurship. The new facility, which will be constructed to Leadership in Energy and Environmental Design (LEED) standards, will provide space for over 100 emerging entrepreneurial companies to support long-term disaster recovery efforts by adding economic resiliency to the city of Atlanta through increased economic diversification.
