Congressman Kinzinger, along with Congressman Dan Lipinski, cosponsored the legislation that became part of H.R. 83, the Consolidated and Further Continuing Appropriations Act, 2015, which was signed into law by President Obama late last night. "I'm proud to see this important piece of legislation signed into law," said Congressman Kinzinger. "The United States simply cannot afford to continue to lose manufacturing jobs to other countries. The American Manufacturing Competitiveness Act will help us use the resources we already have to put us back on top and create new middle-class jobs. This is a major victory for manufacturing hubs such as the Rockford area, the middle class, and our economy as a whole." The American Manufacturing Competitiveness Act requires the President to create a national manufacturing strategy every four years starting in 2018. A national manufacturing strategy would provide provide long-term guidance for Federal programs and activities in support of United States manufacturing competitiveness, specifically including activities related to advanced manufacturing research and development, improve government coordination on manufacturing policy and related R&D, and to provide a mechanism to evaluate progress in implementing recommendations from prior strategies. It will also provide businesses, the manufacturing workforce and others a means to give input on Federal programs and policies, and to gain certainty from long-term planning. This strategy will build upon the work of government and non-government organizations to build consensus on actions that should be taken by the President and Congress to support manufacturing competitiveness in the United States.
