The bill would provide victims of identity theft involving their Social Security numbers with a single point of contact at the Social Security Administration throughout the resolution of their case. It now heads to President Donald Trump’s desk for his signature. “Victims of identity theft deserve clear, consistent support rather than getting lost in a maze of federal bureaucracy,” said Congressman David Kustoff. “The Senate’s passage of my bill brings us one step closer to cutting red tape and ensuring victims receive timely support from the Social Security Administration. I appreciate the bipartisan support this legislation received in both chambers and look forward to President Trump signing it into law.” According to the Identity Theft Resource Center’s 2025 Annual Data Breach Report, the United States experienced a record 3,322 data compromises in 2025. Of those, 2,236 involved Social Security numbers. Federal Trade Commission identity-theft reports rose to 1.36 million in 2025, a 19.6 percent increase from 2024. Under H.R. 5345, trained employees serving as the point of contact would coordinate with other SSA offices, maintain continuity of case records, and remain accountable until each case is resolved. The legislation would also apply when a Social Security card is lost in the mail. Background: Congressman Kustoff introduced H.R. 5345 on Sept. 15, 2025. It passed the House Committee on Ways and Means 39–1 and passed out of the House of Representatives by unanimous consent on Dec. 1, 2025.
