Ross K. Baker, a congressional scholar at Rutgers, provides clear-eyed analysis of the goals of the House Freedom Caucus: ending "the stench of backroom deals, secrecy and insider dealings" on Capitol Hill. "The rebels who dethroned (Speaker John) Boehner campaigned openly to end business as usual in Washington," writes Baker in a column in USA Today. "We can hardly object when they keep faith with the voters who sent them to Congress." Baker has written extensively about Congress and has a forthcoming book, "Is Bipartisanship Dead?"
