Lacy Clay (D) Missouri applauded today's passage of H.R. 6800 (The Heroes Act) in the U.S. House. Mr. Clay, who chairs the House Financial Services Subcommittee on Housing, Community Development & Insurance, worked closely with Financial Services Committee Chairwoman Maxine Waters (D) California to insert new emergency help for homeowners and renters into the over $3 trillion legislative package. The scope and power of this emergency funding bill will quickly reach right down to the state and local government levels to help them ensure no interruption in absolutely vital public services like education, police, fire protection and paramedics that could be cut without this urgent legislation, said the Congressman. Mr. Clay added, This legislation helps working families who are suffering job loss, through no fault of their own, with making the mortgage or rent payments. Working people need real relief now, not later. And they should not have to worry about keeping a roof over their heads during this pandemic. I'm also especially pleased that I was able to include some top priorities from the Financial Services Committee in the bill like creating a $100 billion Emergency Rental Assistance Program to help struggling families and $75 billion in direct Homeowner Assistance to help working families hold onto their homes by providing emergency help with mortgage payments, property taxes, property insurance, utilities and other housing-related costs. The Heroes Act also expands foreclosure and forbearance relief for homeowners and multifamily property owners under the CARES Act to ALL mortgages, not just federally-backed loans, and it ensures that homeowners can request forbearance for up to a year after the enactment of this bill. We were also able to expand the moratorium on evictions for all renters for six months. Congressman Clay also strongly supports provisions in the Heroes Act to provide another round of direct payments to individuals, $75 billion to expand COVID-19 testing and contact tracing, and a $25 billion infusion to ensure that the U.S. Postal Service can maintain universal delivery without interruption. HIGHLIGHTS OF THE HEROES ACT $75 billion for expanded COVID-19 testing, contact tracing and treatment. Nearly $1 trillion for state & local governments to maintain vital public services like police, EMS, Fire Protection, public education and public transportation. A new $200 Billion Heroes Fund to provide hazard pay for healthcare workers, transit workers, truck drivers, first responders, postal workers, grocery workers, and other essential employees. A second round of direct payments to families, up to $6000 per household Extension of $600 per week emergency federal unemployment benefits until January 2021. $100 billion to support operations of frontline healthcare providers including hospitals and community health centers. Strengthens the Paycheck Protection Program to ensure that PPP reaches underserved communities by creating a set-aside of 25% of existing funds to be used exclusively by small businesses with 10 or fewer employees. Expands the PPP Forgivable Loan Period from eight weeks to twenty-four weeks. Provides Student Loan Debt Relief by eliminating up to $10,000 in debt for distressed federal borrowers and provides a temporary suspension of payments for all federal student loan borrowers without penalty until September of 2021. Boosts maximum SNAP benefits by 15% through September 30, 2021.
