Lacy Clay (D) Missouri in reaction to new evidence uncovered last Thursday which established that adding a citizenship question to the 2020 Census was a deliberate attempt to rig the results by undercounting minorities. ST. LOUIS, MO The explosive and disturbing new evidence revealed last Thursday from the files of the late Mr. Thomas Hefler, a Republican strategist who advised the Trump transition team on matters related to the 2020 Census, proves that adding a citizenship question was never about enforcing the voting rights act. It was instead, a partisan sham, solely designed to disenfranchise non-white Americans. As I first stated in March, Commerce Secretary Wilber Ross should resign immediately. Secretary Ross has not only lied to Congress and the American people repeatedly, he was a willing participant in this shameful attempt to disguise a deceitful and discriminatory effort to disenfranchise millions of non-white Americans. The new evidence included in a 2015 study by the late Mr. Hefler, stated that adding a citizenship question to the 2020 Census would, in his own words: Create a structural electoral advantage that would benefit Republicans and non-Hispanic Whites. This direct and inescapable evidence establishes that the sinister purpose of adding a citizenship question to the 2020 Census was to suppress the response rate from minorities and new immigrants to counter the growing political power of the non-white population. The resulting undercount would deprive those Americans of federal funding, political power and vital information that they are legally entitled to receive over the next decade. I urge the Supreme Court to take this new, critical evidence into consideration as they prepare to render a decision on the unconstitutional, damaging and divisive citizenship question. The Constitution requires us to count all persons in this country.
