The bills need to be signed byDecember 20thto avoid a government shutdown. LaMalfa said: "Today's government funding package makes a significant down payment on border wall construction, invests in building more water infrastructure - specifically Sites Reservoir - and eliminates ill-conceived taxes on medical devices. While I'm not happy with the overall spending level of the bill, there is more good than bad in this package of bills. Importantly for Northern California, this package includes additional benefits to Camp and Carr Fire disaster areas through additional low income housing tax credits. It alsofully funds Secure Rural Schools and Payment- In-Lieu of Taxes (PILT) that our rural counties need in order to provide for transportation and law enforcement. Domestic, International and Tax Extenders (H.R. 1865) Funding Highlights: Provides $134 million in new funding for WIIN Act water storage projects, specifically including Sites Reservoir Payment in Lieu of Taxes fully funded through FY20 Fully funds Secure Rural Schools for FY20, and backfills funding for FY19 Permanently repeals Obamacare taxes on medical devices, health insurers, and high-quality health insurance plans Increases funding for apprenticeship programs to $175 million, a priority of the Trump Administration Fully funds community care programs at the Department of Veterans Affairs, including an additional appropriation of $1.5 billion for the creation of an electronic health record system that can be used in tandem with the Department of Defense $2.8 billion for Alzheimer's disease research at the National Institutes of Health Funds the Trump Administration's childhood cancer initiative at $50 million Provides additional Low-Income Housing Tax Credits for the Carr and Camp Fire, and all areas affected by the 2017 and 2018 California wildfires Extends several tax benefits to the areas devastated by disasters in 2018 and 2019 Policy Provisions: Hyde Amendment, Weldon Amendment, and embryo research prohibitions maintained Prohibits commercial consumption of horse meat Blocks Boycott, Divestment, and Sanctions provisions against Israel National Security (H.R. 1159) Funding Highlights: Fully funds the defense programs passed by the House last week, including $738 billion in defense programs, a 3.1% pay raise for our troops, and the establishment of Space Force Provides $1.4 billion for the border wall, and other infrastructure needed to get control of our borders $50 million for the Defense Community Infrastructure Program that could be used to assist communities surrounding military facilities, like Sierra Army Depot Policy Provisions: No ban on President's ability to transfer funds for border wall Maintains the same number of detention beds, despite less being needed due to the President's executive actions on immigration ### 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z
