While quantum technologies could significantly improve fraud detection, risk modeling, and market surveillance, they also present new cybersecurity challenges. Existing cryptographic systems that protect trading, clearing, settlement, and sensitive investor data could become vulnerable as quantum capabilities mature. “For decades, the strength of America’s financial system has rested on regulatory frameworks that anticipate technological change while preserving space for responsible innovation. Quantum computing, quantum sensing, and quantum communications represent a generational shift, with the potential to reshape financial market infrastructure, operational continuity, and investor protection.
