However, Bush Administration policies have failed to advance these goals. The Doctrine of Preemption has made the world more dangerous, rather than more secure. The President now seeks U.N. involvement in Iraq without giving the U.N. the political and economic authority to accomplish its tasks. He preaches against proliferation but threatens to use weapons of mass destruction and to build more. He calls for decisive action against AIDS but fails to push for the funding needed in this battle. And now he has come to Congress with an $87 billion installment on the American taxpayers' burden in Iraq while failing to design an exit strategy to transition from U.S. to U.N. and then Iraqi authority.
