The mid-term report includes votes on legislation before the full House of Representatives and does not include votes made at the committee level. From the NAACP Federal Legislative Report Card: Since 1914 the NAACP Legislative Report Card has served as a presentation of the key civil rights votes taking the United State Senate and the United Sates House of Representatives.
