However, it includes provisions that I cannot support. I cannot support provisions that would roll back the Dodd-Frank Wall Street reform bill and put taxpayers back on the hook for Wall Street gambling. Provisions within this bill would also eviscerate campaign finance laws and allow ultra-wealthy donors to increase national party donations ten-fold. Additionally, it includes $73.7 billion for the Overseas Contingency Operations [OCO] fund, which is quite frankly a slush fund and appropriates an additional $3.4 billion to fund an unauthorized war against ISIS in Syria and Iraq. More than three months after this war began, Congress has yet to have the Constitutionally-mandated debate and vote on an authorization for the use of military force [AUMF]. I urge a no vote on the rule and a no vote on the bill. ### Congresswoman Lee is a member of the Appropriations and Budget Committees, the Steering and Policy Committee, is a Senior Democratic Whip, former chair of the Congressional Black Caucus and co-chair of the Progressive Caucus.
