Secretary Rumsfeld played a key role in creating this failed and failing policy, Congresswoman Lee stated. The President should demand his resignation as the first step in the creation of a new policy. We must develop an exit strategy, generate greater international support, and create the conditions for a rapid transition to Iraqi sovereignty. With American troops dying one, two, and now fifteen at a time, it is imperative that the Administration initiate a fundamental change in direction in its policies.
